Welcome to Android Central! Basic things first--the tablet's screen is unlocked, right? And when you plug it in via USB, do you get a USB connection notification? Swipe down the notifications and tap the USB connection--make sure it's set to MTP.
If nothing comes up, try a different cable, since USB cables can fail. If different cables don't help, then try installing the latest USB driver: Download Center: Download Software, Firmware, Drivers & Manuals | Samsung
