Brand new SAMSUNG battery do not boot my Note .....

hi all! I am new to this forum.
I just received a "brand new" SAMSUNG original battery from Amazon. When I put the new battery in the Note 2 phone, it refuses to boot, I goes through the SAMSUNG rainbow intro, and goes into the fully red Verizon screen. After that the phone shuts of. With the charge wire in place the phone indictes the battery is somewhere between 60% and 75% charged. When I put the old battrey back in, the phone boots normally again,
Can someone point at something I do not know about. Is the new battery "toasted"?

Never mind.
My new battery shows about 4.00 Volt with a multimeter at "100% charged"
My old battery shows about 4.20 Volt with a multimeter at "5% charged"
My new battery is already in a return box and full refunds are approved.
