This is my personal opinion but one that I wish could be "standardized" so that we were all on the same page.

Especially for the purposes of phone cameras, I would define low light as any exposure below 1/30 at any ISO.

It's simple, direct and describes the conditions that either usually cause blur in moving subjects or increased noise in the case of ISO at or over 800. It has nothing to do with how much light you think is or isn't there, just how much light the camera decides it needs in auto mode with the flash turned off.
