baseband and build number

Should the baseband version and build number be the same? Before the recent update of Kitkat (stability update), I had similar baseband and build number. But after I updated my phone last night, they became different from one another. Baseband: XXUENB1 Build no. XXUENB3 Could someone please clarify things for me? Thank you

Baseband is the radio programming.
The build number is relative to the Android version your phone is running
