What is the difference between clearing the cache partition and going into settings and clearing cached data??? ๐Ÿ˜‰

Individual app caches just store temporary data related only to that app. The system cache partition stores temporary data created by the system itself. Sometimes that data can impact performance, so clearing it can be helpful. The temporary data in app caches is less likely to impact overall system performance.

Not sure if this link will come through correctly, but this is how it's done on my T-Mobile Note 3.
