Is there a way, or maybe a third party app that will give me back the touch tone sounds on my phone keypad?

What do you mean by give me back, if someone has turned the sound off then you can simply look for them in keyboard settings, you can also try variety of 3rd party keyboards from the pkaystore like flesky or swift key or any other.

On my Sprint Note 3, enabling the dialing keypad tone just gives the same water drop sound on every key. What I want, and I think the OP wants, is separate DTMF tones for each key, like a "real" phone, and like older cell phones used to do.
