S5 Photo editor on the Note 3

So a friend was showing me his standard photo editing techniques with the S5, such as they way you apply effects and can then adjust their intensity with sliding your finger. It appears I don't have this on my Note 3.

Every time I try to google how to add it, people only discuss how to add it to the Note 2. Anyone know how to add this to my Note 3? Am I just missing an update or does it need to be sideloaded?
