i got a samsung note 3 cannot get my contacts or photos backs once i signed into my account

Hello. Do you mean your Samsung or Google account?
Did you have another Samsung device previously. The Samsung cloud account does not save photos afaik, and should replace only Samsung contacts.

Have you turned Sync on, and looked at the sync settings in Accounts - Samsung and Accounts - Google?

Samsung Kies or Smart Switch would have saved your photos if you had synced to a pc, or they may be in your Google Photos / Picasa account or Google +.
