How can I fix Note 3 Camera Blur

Note 3 has an amazing camera, under the optimum lighting, it takes amazing pictures, mostly outdoors under sun.
But if the lighting is less then ideal or if there is movement, it gets terribly blurry.

How do you fix this? 3rd party camera app? I tried sports setting, still not very fast. It's pretty annoying that my wife misses a lot of nice opportunities because of the blur problem.

Less than optimum lighting means a slower shutter, which means blur if the camera isn't absolutely fixed in position. "Fixing" that - speeding up the shutter under those lighting conditions - will mean black on black pictures. So you can have blur or nothing. (It's a photography thing, not peculiar to that phone, or any phone.)

This has to be a software issue, I don't think Note 3 has mechanical shutter, it basically takes a snap of what you are looking it, it has problem keeping things in focus.
In exact same lighting condition, other phones with similar specs have no problems.
