setting picture as a wallpaper

I was trying to set the attached picture as the background on the note 4. I can't find a way to have the picture stretch across all of the home screens so when I move from screen to screen the picture moves some. My g3 can do this but I could not find a way to do it on the note 4. Am I missing something?

Also to me the picture looked to show more detail on my g3 screen when looking at it in the gallery on my g3 over the note 4.
