I believe only T-Mobile. The same happened with the S5 ... all carriers removed it except T-Mobile.
Why would they remove it?

How do you unlock it?

I use nova launcher.
1. Go to home screen.
2. Hold down your finger on the screen till menu pops up.
3. Click on Shortcuts.
4. Click on Activities.
5. Scroll down to "Settings"
6. Scroll through the list till you find Download Booster. Click on it.
7. Now you will have a shortcut on your home screen that will take you to the download booster settings screen.
8. Enable download booster.

The Verizon version has download booster.
YesAre you sure? That is surprising since Verizon is usually known for disabling things.
How do you find it without nova launcher?
+++1. I would also like to know how to turn this feature on with the stock browser. I'm using AT&T Note 4. Is it Possible??

Why? People will be using their LTE data and thus people going over. I'm talking about why Verizon and AT&T should leave it on, not why users should turn it offIf they wanted people to pay for overages, wouldn't it be better to disable it?
