Note 4 UI (stock) vs Note 3 UI (stock)

So it would appear as though my Note 4 UI is more like the S5. How can I get my Note 3 to look that way if I decide to keep it for my wife?

Yep. Root and install a custom ROM, unless Samsung decides to update the Note 3 officially.
