Samsung Galaxy Note 4 Problem Downloading PDF's

Anyone else having trouble downloading pdf's from chrome or Internet Explorer? I press on the file, the download notification comes up and then says it failed with a little x to the left. Already searched the forums here but no luck. Anyone know of a possible solution? Verizon Galaxy Note 4 here, 4.4.4.

Go to the App Manager, and make sure Download Manager hasn't been disabled. If not, then tap it, and Clear Cache/Clear Data, then Force Stop. Now try again.

Tried this, it let the download go through one time, however when I went to open the file it just gave another error saying the pdf file wasnt readable. Thereafter though I would continue getting the immediate error downloading along with the x next to the notification. Even after attempting to clear the cache/data again.

A couple of other things to check out:

Are you sure the file you're downloading is a PDF? i.e. can you open it as a PDF on another device?

Can you email it as an attachment to your gmail account and open it on your phone from there?
