How do I transfer money between Google accounts on the same Galaxy Tab 4?

I thought that money could be transferred at the depositer's discretion.

Open Gmail.
Click the Compose button.
Enter the email address of the person you want to send money to.
Add a subject and message text (optional).
Click the $ icon.

If you don’t have Google Wallet yet, you’ll be asked to set up your account.
To send money: Enter the amount you want to send and choose a funding source.
To request money: Click Request at the top of the box, and enter the amount you’d like to request.
Click Attach.
Look over your message one more time and click Send.

It is through your Google account, which is tied to play store and Gmail and everything else Google

What if you accidentally put the money that you meant to put into a gmail google play account into a hotmail google play account?
How do you transfer the money out of the hotmail account into the gmail account.
