Radio Tuner

I have 1 quick question..
why can't I download a Radio Tuner APP on my phone?
#1. Because I dont alway have access to WI-FI
#2. Because when I don't have a WI-FI connection it will eat up all of my data.
#3. Some Radio stations that I would like to listen to are not on iHeartRadio, Radio FM, TuneIn Radio, Etc.
#4. I dont Know anything about a rooting my phone. also i hear that Rooting your phone Voids out the warranty.

So is there an app that lets you listen to LOCAL FM Radio without all of this? or am I Forced to use a streaming service using WI-FI or my Mobile data?

There is a free radio app i keep hearing commercials for. Sorry i just cant remember the exact name.

The only complaint ive heard from people is that you have to have headphones plugged in while using it because they become your antenna, which isnt an issue, unless its an issue lol.

Someone on here will know which im app im talking about.

It's not clear that all Note 4's have a radio chip that is enabled - appears to be carrier and/or country dependent. I can use Nextradio on my Sprint Note 4 for local FM stations. It appears to only work with Sprint, Boost, or Virgin:
