Can emergency alerts be set only to vibrate

I do not want to turn emergency alerts off, but at the same time I do not want to suddenly hear that horrible emergency alert blaring from my phone. I see you can select vibrate for emergency alerts. Does anyone know if this means the alert will come both tone and vibrate or just vibrate. Monsoon season in Arizona is starting soon. I do not mind the alerts, but again, I do not want it to sound as if the National Broadcast System is coming out of my phone.
