Why will wifi with cellular data not work on my Note 4 with Lollipop

Greetings,

I recently upgraded to lollipop and I have been testing the ability to connect to a wireless network that does not have internet and still be able to use cellular data. It is not working on my galaxy note 4. I have seen it work on other android phones so what is the problem with my phone? My carrier is Att.

To the best of my knowledge, that's not something you can do. You can turn Smart Switch on, but that will disconnect you from WiFi once the phone detects there's no data in the WiFi and switch back to mobile data. Also, mobile data (if Smart Switch is off) with WiFi will only work for MMS, except on WiFi Calling which, if WiFi has not network, shouldn't be active anyway.

The only way I can think of that mobile data is not off and WiFi is used without data, is if you use WiFi direct to connect to devices like Smart TVs or Chromecast.
