Short answer is: You can't. If it's a system language, it's embedded into the ROM, which means to disable or delete it you'd need root and some tinkering with files that may break your phone.
If you want to disable them from, say, a keyboard or voice recognition, you can do that from the Language Settings of your phone or from each keyboard's own settings if you're using 3rd party apps for that.
