It should be there as it's the only browser that supports S-Pen hover scrolling (hover near edge of screen to scroll that direction). So to remove it would be removing a key feature of a Note device! Now why they removed it at all on a non-Note device (ex. like the S6) is the million dollar question. Makes no sense.
