On Galaxy Note 5: Adjust volume over lock screen

On my previous phone, HTC DNA, I was able to adjust the volumes over the lock screen. How can we send a message to software developers to put this on the Note 5?! Being able to adjust the volumes without unlocking the phone is a great convenience.

I can adjust the volume just fine with the phone off and even with the screen off. Mine is a Verizon. What carrier is yours?

It doesn't show the volume scroll bar like the HTC. But the volume can be changed in lockscreen and screen off when a song or something is playing in the background

Im on ATT N5, I can adjust volume when media is playing by using the volume buttons when on lockscreen.
