Why do I get "Application not found" error when trying to open a pdf link in stock email?

I tried searching for a solution but haven't found one yet.

I have a Note 5 and every time I try to open a pdf link in an email I get a "Application not Found" message.

I have done a full factory reset and it did not correct the problem.

Does anyone know what I may have done to cause this problem?

Do you have a web browser set to default?

Yes I have Chrome set as the default browser
