Notification Panel not working

I have a Note 5. It's less than 30-days old, and can shipped from Verizon new. Last night, my screen started to "move" on its own, and suddenly, my notification panel at the top of the screen cannot be accessed by swiping down with a finger. I can access it using the S-Pen, but that is the only way. I have not downloaded any apps lately and cannot think of anything that would have caused this problem.

Has anyone else had to troubleshoot this kind of issue?
