Do they also allow a ~full refund (minus small restocking) if you just decide to go with old phone, or Do not allow?

They just charge the $35 restock fee and if you bought accessories they'll take those back too.

Can you just return the new device and go to back to your existing old phone and get full big refund minus 35$ restocking, or not?

Yes. I got my note 7 when they first came out. Returned it on the 14th, which was the day after the battery fiasco broke out, they refunded my entire amount, purchase price, activation, everything, no restocking fee. Popped my SIM card back into my Edge 7, and I was back in business.
