I like having the set of four programs that are always available, no matter which page of the TouchWiz launcher you happen to be on, but I wanted to change a few of the programs that Samsung chose to ones I prefer. Searching various forums (including this one), I found answers ranging from "You can't." to "You have to have Root access." It turns out that neither of those statements are true.
Here's how to do it:
Tap the "Applications" soft-button to bring up the applications list. The label will change to "Home"
Tap the "Menu" hard-button. You may see a "Recognize icons" dialog which indicates you have to swtich to customizable grid to reorganize. Tap the [Switch] option if so.
The icons on the screen with "shrink" and move inward to accommodate the "Add Folder" and "Add Page" options at the bottom.
You'll notice that the "permanent icons are shown just above those options"
To remove an existing icon from the permanent set (to make room for another), tap and hold the icon, then drag it off-screen to the left or right. It takes a little work to do this right, but once you do, the icon will disappear.
To add an icon to the permanent set tap and hold from the icons at the top of the screen and drag the icon to where you want it on the permanent set. It will "push" the icons aside to make room for itself.
Repeat these two actions until the set is as you want it.
Tap the menu hard-button and tap "Save".
You may want to tap the menu button and select "View Type" and return to "Alphabetical Grid" to return your icons to alphabetical order as well.
