Note wont stay on Airplane Mode

hey guys, my wife has an Intl Note, running on ICS. Other than battery drain, her only gripe is that it wont stay on airplane mode. we both have absolutely zero reception in our offices, so we often use airplane mode to stop them from wasting battery by searching for signal. i use an S3 and it works fine doing so. her note stays on airplane mode for about 10 mins and then it goes back to signal/gsm mode. tomorrow we fly and will be in USA, obviously we would not like to roam, we can use airplane mode and wifi. but back to her note, wont stay in airplane mode. are we missing something?

I dont know where the problem is, but in the worst case(not fixing the airplane mode) you could pop out the sim card to prevent roaming
