I just purchased a Sony s tablet (wifi only) and Sony want to pay 30+ $ a month to use my phones wifi outside to power its wifi. If I root my galaxy s 2 will that allow me to use my tablets wifi on the go?

If I understand correctly, you want to use the Galaxy S2 as a Mobile Hotspot to power your Sony S tablet.
If this is the case, then there is no need to root your S2. Head to Settings and enable the Portable Hotspot feature and you can hook up your table to your phone.
"Settings -> Wireless & Networks -> More -> Tethering and Portable Hotspot -> Check the 'Portable WiFi Hotspot' option". This is the location, assuming your S2 is updated to ICS.
