Can't update apps or move apps to sd card

I can't seem to update certain apps on my sd card. All I get is a notification saying 'cannot install on USB storage or sd card' however I have 6.45GB free space on my usb storage out of 11.5GB and 13.37GB free on my sd card out of 14.62GB. I also cannot move apps to my sd card, moving from sd card to phone storage is not a problem though. I cannot figure out why. On my device memory I have 637MB free out of 1.97GB.

I hope I don't have to factory reset or format anything. What should I do?
