Galaxy s3 mini - Performance anomally

I recently bought a Samsung Galaxy s3 mini, and I've noticed that it is too slow for its hardware. Launching time of apps like whatsapp, the stock message app, handcent, stock dialer, etc., is about 1-2 seconds AT BEST!. Handcent can take up to 3-4 seconds to open. I've tested this in other s3 mini and those apps oppen instantly. I downloaded an app called "CPU Gauge" that monitors the frequency of both cores separately. The app gives me incoherent reads, e.g.: both cores running at 1.0Ghz and it says 7% of usage (sometimes 23% or any other random percentage). It also reads that both cores are running at the same frequency almost all the time. Is this a normal behavior of the CPU? How can I be sure that this device damaged? It obviously is not working correctly.

I haven't root the phone yet.
