Maps waking up, despite location not reporting

Yeah i just disable maps until i need it mate.

Do you have Google Now running? It checks your location from time to time and accesses maps. Google + can do so as well, so check its settings.

I figure google NOW would, but I didn't think about google +. I just completed the setup for Google + , turned off notifications, then logged out of it.

Yeah, one of the few things I'll grant Apple does better. In Android settings are scattered all over the place, and you might never notice some of them. I think Apple does a better job of consolidating all the settings. Of course, you give up a ton of flexibility in exchange.
