Download file from Web won't download, Download arrow vanishes

Apologies if this problem has been mentioned before but this is bugging me... I'm trying to download a short video for my s3 and it says download, I press it and it pops up over the bottom and says "starting download" but then vanishes after a second with no video.
It used to work a week ago or so but has recently stopped for no known reason. I've plenty of space on memory too.
Please help.

Which browser are you using?
Have you tried a different browser?
Did you look in Settings -> Application manager -> scroll right to the ALL tab -> scroll down until you find 'Download manager' and 'Downloads' and be sure both of those are enabled.

You can also clear the cache and force close both of them, then restart the phone.

Nailed it. It was some Download.Com in the disabled tab. Thanks for the help GSDer. Thanks very much

Thanks for spotting the com component (download.com). I was scratching my head for the past two days and was about to do a factory reset.
