Please help my samsung galaxy s3 is not working

it isnt turning on and it vibrates sometimes and the green light is on but its not doing anything!! It was all static first and i decided to restart it and now it wont turn on at all!!

Welcome to Android Central! Maybe the battery's failing--can you try a different one? Try taking your battery out, laying it flat on a table, and trying to spin it. If it spins freely, then it's bulging in the middle, which indicates battery failure.

no the baterry isnt spinning. i put it in and tried turnin on and the little blue light came on and the phone vibrated slightly but isnt turning on. the blue light flashes occasionally

Still worth trying another battery if you can.

it turned on i could hear the sounds and the touchscreen worked but it stayed black

In that case, it sounds like your screen has failed. You probably have to bring it to a cellphone repair shop, or call Samsung if it's still under warranty.
