is this a custom rom , you can use cwm or twrp to install it.
if its a stock rom you can you odin as i mentioned above .
if you had a 4.3 version before repairing, then you could not downgrade. if its a custom rom then it is ok

I'm from Uganda my s3 has the same problem always saying not registered on network. Can I change its rom from 4.3 to 4.1 without using a computer I don't have one
