Why won't my S3 open?

my s3 wont open

my s3 stuck on "samsung sIII" screen . i can open download mode.i sent it to local store and they installed new 4.3 official one .and they tiled me that i need JTAG and its so expensive .if it need JTAG i need to know what is it ?? and how much it cost ?? and if not how i am gonna fix it ?........ thank you
