why am I getting spam voices that randomly play from my Samsung Galaxy 3?

the voices are similar to advertisements, one was telling me tips on how to paint, another was telling me how to winterize my car.

Sounds like maybe a spammy app pushing notifications and you've got the accessibility feature turned on where it reads the new notifications out-loud? Or just some kind of malware?

If you have installed any new apps recently, try removing those first. If that doesn't help, I would recommend a factory reset.

Last night bile I did reset made it worse ,this devise is month old storage full moves slow won't update can't get calls unlimited plan
