Why can't I get passed selecting Language after manual reset?

Can't get passed selecting Language after namual reset

I have an s3 and started getting a message 'Google account manager has stopped' after I did a back to factory reset from settings, now I can only get as far as selecting the language and the same message keeps popping up. I have no access now to settings so I did a successful HARD reset using the three keys. Still the same message and still no access to settings
