Why does my phone only charge when turned off?

Phone only charges when turned off.

My phone (samsung galaxy s3) has recently only started charging when turned off? I changed chargers, and even the battery until I realized it's only charging when turned off but when turned on the battery goes down instead.

Hi, see maybe it's the Phone's software problem.
Try re installing the software of your phone in some phone shop (some good shop which you can trust for softwaring).
I think this will solve the problem. Also explain your problem in the repair shop where you go to software your phone.
I am not sure but I think this might be the reason.
Please ask the shopkeeper for accurate results.
