There have been leaks of the 'stock' or Google Edition software that is loaded on the GS4 Google Play edition. Has anyone loaded it on the Active?

I would not recommend flashing that ROM to the Active. The devices are not based on the same baseband, kernel, etc and can create problems, such as bootloops or worse, bricking the Active. Just stick to CM or AOSP builds for your device since that's basically the "Google Edition" software with enhancements.

What sets Google Edition software apart from other AOSP builds is that the device will see a release before any other device, just like the Nexus line of phones.

Agreed, you'll want to wait for a port to be built or recompile your own port before flashing to the Active.
