Try Settings, Apps, All, scroll to the Clock app, select Clear Cache and Clear Data, then Power Off and Restart the phone, and begin afresh.

Android answer FAILS to correct the problem. Seems like the reply was not tested and is out of a manual. Well it FAILS, and there are no system updates either to fix this. It is the MOST important feature of my phone after functioning telephone and texting, and Android failed to make it work.
