Is it possible with the current technology to create an accessory for a galaxy s4 or near future device where it picks up negatively and positively charged electrons in the air and uses that to charge your phone?

Not that I am aware of, but it sounds like an interesting theory.

Welcome to AC! While I don't know if that exact technology is possible, there has been a pair of pants invented that uses friction to charge your phone.

No. There just isn't a lot of energy to be harvested that way. My guess is it would take more energy to get the electrons than you'd get out of using them. It looks like we're more likely to see chargers that harvest radio waves or movements than chargers that try to suck the electrons out of the air.
