Brand-new Galaxy S4 Mini - "No SIM - Insert SIM Card"

My kids opened their presents this AM. Both got brand-new Galaxy S4 Minis. One works fine - the other gets the error in the Title. Both were bought at the AT&T store and both have SIM cards. I've removed and reinserted the SIM card that isn't being read. I've removed the battery and restarted numerous times. Etc - to no avail.

Any advice?

Don't know much about SIM cards, not sure if this is good advice, but... If this happen'd to me, I'd try switching cards in two steps: (1) Try pulling the card from the working phone and placing it in the slot of the one that's having this issue. Then, (2) depending on the outcome of step 1, I might try putting the possibly bad card into the good phone. If you do this and it ruins both phones, please don't blame me. As stated, I don't know much about SIM cards.

Edit - Wait, maybe it's just that the failing SIM card is not all the way in, snug? Or, its contact pads are not connecting properly, etc.
