Hi, I was just wondering as of now if there were any method out there to either get around the 4.3 locked bootloader to be able to install custom ROM's. I know how to get root (SafeRoot) but the main reason I had got the Galaxy S4 was to be able to get CM10 or CM11! Like before I'm on AT&T's 4.3 OTA with the Baseband I337UCUEMK2.

Welcome to Android Central :)
You can use SafeStrap (Modified version of TWRP) to flash custom ROMs, but you'd be limited to 4.3 ROMs

Yea, I have heard about that, but not wanting to go that path since they are only based off of 4.3. That is a method and I appreciate you giving me the information

Not familiar with HTCDev. What does it do?
As for the ROMs, you're going to have to wait to see a working CWM/TWRP before you can flash 4.4 ROMs
