Setting Wallpapers to extend pass notification bar

I'm trying to figure out a way of making my wallpapers extend pass the notification bar. This feature seems like it only works on wallpapers and live wallpapers pre-installed by Samsung. All other wallpapers are overlapped with a grey notification bar instead. Is there a setting that I'm missing? Maybe a resolution requirement that I'm missing?

Can anyone confirm if its an issue with software or if I'm just not using the correct wallpaper format/resolution?
