Can't turn on Chrome sync

I noticed all my Chrome bookmarks disappeared today. I went into settings and it said sync was disabled. I press to turn it on and it just turns it right back off saying I must enable it to sync. I have restarted my phone and chrome multiple times. I am trying to be careful so I don't accidentally permanently delete my bookmarks. I am signed into Chrome on my computer and all my bookmarks are there and I am signed in. I have also signed out of chrome on both devices and signed back in.

Any suggestions?

On the upper notification bar there is Sync button (on the right). Turn it on
If older Android version go to Settings / Accounts or smth.
