New Samsung Galaxy S4 mobile data problems

Hi All

Ive got a new S4 running 4.2.2. I upgraded from my S1. I have no problems with it in WIFI. but using mobile data ive got a funny issue

I have some apps that work on cell data and some that dont.
Here's a list of what works and what doesn't on Cell Data connection.

Gmail - Yes
Viber - No connection
Google maps - YES
Waze - No Connection
Stuff.co.nz app - No Connection
Google Drive - YES
BNZ Banking app - YES
NAB banking app - YES
Evernote - YES
Facebook - YES
Twitter - YES
Play store - can browse but cant download or update apps (Error 406)

Chrome & Internet app- Can go to google and get search results but clicking a result get the same error "This page contains the following errors: error on line 2 at column 6: XML declaration only at the start of the document. Below is a rendering of the page up to the first error". On WIFI no problems

Anyone got any ideas? Have cleared caches and data, wiped cache partition. no improvements.

Well, I performed a factory reset. And currently re setting up accounts but Waze is working, and browser is working on Cell Data connections.

I've also experienced problems with only being able to conenct to some apps (like eBay and facebook) when I connect via WiFi.

Yesterday I connected to a host spot hosted from my husbands iPhone and got connection, and then even after he left the connection remained available.

Perhaps there is a problem initiating the connection, that once initiated the issue is not longer apparent?
