not sure what this means

hi i have the galaxy s4 on virgin media uk
when i tried to see if there was a sofware update available it gives me this message
this software update service is not available maximum number of roll out updates has been exceeded please try later
can anyone please tell me what this means i called virgin but they did not have a clue as to what i was talking about and he started going on about mms service confused much

samsung/android only roll out so many updates at a time so as everyone aint getting lagged up downloading it etc, this means once all spots are taken there is no more just try at non peak times or can download kies i think it is and do it via your laptop , you will get it eventually
