WiFi is stuck at 'turning on' NEED HELP!

I have had my Galaxy S4 since its came out and about 3 months ago, I noticed my wifi wasn't on anymore. so I went to the settings menu and and wifi option is shaded. When I go to the wi-fi options all it says is "turning on". Its been like this for 3 months now and it is a real pain. I took it in to an android repair shop and they could not figure out what was wrong with it. Its a pain because its using all my data and that is not cheap! I figured if I updated it, that would fix the problem but apparently it needs to be connected to wifi to do that. I tried updating through kies on my mac and it says it is unsupported. Im running out of options. I have looked this up on different forums and found no help. Pleeeease someone help me! Im losing my mind!

Welcome to Android Central! Try wiping the system cache partition. It might clear out some bit of bad system data that's messing things up. No personal data or settings will be lost.

Update: Just did a factory reset on my phone and it did not help anything.

thank you for the reply but I tried that before I reset my phone and it didnt work. Even after reseting my phone Im still having the same problem

I wonder if there's a problem with the Wi-Fi radio or antenna itself.
