Galaxy s4 won't stop with the pop up complete action as..how do I fix this

Can someone tell me how to get my phone to save my choice to complete the function

tap the application of choice, and then tap always. This should keep it saved. Be aware though, if you clear that application's cache and/or data it may reset this. If another app is the default and you want to change it, go to settings>apps (or applications) then scroll to that app. tap on it, scroll down a bit. Clear Cache, and also clear defaults. Re-do the process of selecting the default app and choose the one you want.

My G4 won't save defaults at all. I check Always, it tells me how to undo the default selection, I select OK, then we go through the same thing next time. Works this way with most apps. Started before the 4.3 "upgrade."
