Error message when trying to download apps

I just bought a Galaxy S4. I can't download or update any apps from the Play Store. I get an error message : Update for "(app name)" could not be downloaded due to an error. (Error retrieving information from server. [RPC:S-3].

AT&T were absolutely no help. Their tech support thought it would be a good idea to wipe the sim card with something soft.

Any help would be appreciated. Note: this is a brand new phone.

Welcome to the forums.
I would try one of two things:
1. See if downloading over WiFi will help.
2. Try resetting app preferences in Settings>Application Manager>menu>reset app preferences. Sometimes this helps with Play issues.
