Why is the camera saying that is has failed to initialize when it is working just fine, on my S4?

s4 camera says failed to initialize

When i restart my samsung s4 i9500 and open camera it says "failed to initialize camera" but camera is working.but i feel a diminish in clarity.
And camera is too slow to open..when restarted,camera becomes normal speed.

What s tat..
