MHL won't work from s4 to tv??

Hi there I have a Samsung galaxy s4 on contract to EE. I recently purchased two types of cables from eBay which should connect my s4 to the tv through a hdmi cable. One type is just 3 wires with a hdmi, usb and s4 connection. The second lead I bought was a small box which a hdmi, genuine s4 charger port plug in and a small cable to plug into my s4. Neither of them work and when I messaged the seller for cable one they say it is because the carrier/network disable the mhl feature!! Why is this and is there anyway around it or to get it back or an app to download? Thanks for any help, Craig
